The Lake County Metropolitan Park District was established under Chapter 1545, Ohio Revised Code in December 1958. Richard C. Lux, F. Carlisle Foster and Elmer M. Stark were appointed to the first Board of Park Commissioners by Probate Judge J. Frank Pollack in March 1959. Later that year, the donation of land that became Helen Hazen Wyman Park was accepted from William Wyman and became the first park in the district. Chapter 1545 gave the park board the capacity to appoint a Citizen Advisory Committee to advise them in affairs concerning the park district and assist with programs.
