Bid/RFP Procedures

All purchase opportunities $25,000 and above will be listed and shall be conducted in accordance with Ohio Revised Code Sections 307.86 to 307.91.
Purchase opportunities $25,000 and above will be advertised once in the local newspaper (The News-Herald) two weeks prior to the due date or bid opening, and on Lake Metroparks website under Competitive Bidding. Bids are solicited through either an Invitation to Bid (ITB) or a Request for Proposal (RFP).

Competitive Bidding:

  1. All bids must be accompanied by a bid guaranty in the form of either:
    A certified check, letter of credit or cashier's check (Bid Check) made payable to "Lake Metroparks", in an amount equal to 10% of the bid amount conditioned to provide that if the bid is accepted the bidder will enter into a proper contract for the work; or
  2. A Bid Guaranty and Performance Bond, for the full amount of the bid, written upon acceptable surety company authorized to do business in the State of Ohio, conditioned as provided in Section 153.571 of the Ohio Revised Code. A form of this bond is included in the Project Manual.

The successful bidder whose bid guaranty consists of either a certified check or cashier's check (Bid Check) shall be required to file, at the time a contract is entered into, a Performance Bond and Labor and Material Payment Bond (form included in the Project Manual). This bond shall be written on an acceptable surety company authorized to do business in the State of Ohio and in an amount equal to 100% of the contract price. The successful bidder whose bid guaranty consists of a Bid Guaranty and Performance Bond shall not be required to file a further bond at the time a contract is entered into.

Bid guaranties of all unsuccessful bidders will be held until a proper contract is entered into or until all bids are rejected, as the case may be, and will be returned immediately thereafter. Any cashier's check or certified check submitted by a successful bidder will be returned upon the bidder's execution of a proper contract and an acceptable Performance Bond and Labor and Material Payment Bond.

Successful bidders shall comply with all applicable federal and state laws and regulations pertaining to equal employment opportunities in the performance of any contract entered into.

The Lake Metroparks is a governmental agency exempt from all local, state and federal taxes. Bids must be submitted in sealed envelopes and clearly marked with the Bid No., Project title and the designation of the Contract being bid upon. No bid may be withdrawn before sixty (60) days have elapsed after the Bid Opening Date. The Board intends to award a contract to the lowest and best bidder whose bid is submitted in accordance with the requirements of these bidding documents and does not exceed the funds available for the Project.

The Board reserves the right to accept separate bids on various items of work, or to accept any combination of bids, or to reject any or all bids, and to waive any technical deficiencies or irregularities in bids.

Request For Proposals (RFP)

Various criteria such as experience, staff, and prior history with the agency specified in the Request For Proposals will be the primary criteria evaluated.
